A recent report by the Iranian Ministry of Economy signals a major growth in transit via the Iranian soil.
Iran has been the number one world issuer of TIR carnets among member countries of TIR Convention in 2021, the report says citing figures by the International Road Transport Union (IRU).
It said that Iran issued 125,604 TIR carnets in 2021 to stand at the world top spot.
Under the TIR procedure, goods transported between member countries by authorized TIR carnet holders are not subject to customs control at intermediate borders and can travel directly from point A to point B, provided all the seals are intact and the documents are ok.
The reports elaborated on the main factors contributing to the rise in Iran’s international transport, including among others the facilities provided by the Iranian customs administration, implementation of selectivity plan in Iranian southern port of Shahid Rajaei, further activating transit corridors such as the International North-South Transit Corridor (INSTC) and Islamabad-Tehran-Istanbul (ITI) Corridor, and implementation of E-TIR project and the dispatch of the first Indian cargo to Russia via Iran by this scheme.
Iran Chamber of Commerce, Industries, Mines, and Agriculture (ICCIMA) is an IRU member and Iran’s TIR issuing and guaranteeing association.

In a visit to Iran in mid-October, Secretary General of the International Road Transport Union (IRU) Umberto de Pretto met with ICCIMA President Gholam Hossein Shafei.
During the meeting, the IRU secretary general said that in order for Iran to keep its number one TIR issuance spot in the world, further activities and more cooperation of Iranian customs officials are needed.
Referring to the successful implementation of the first international multimodal e-TIR transport between India and Iran, de Pretto said that the Europeans talks about digitalizing but you did it in practice.
He also thanked Iran Chamber of Commerce for holding training courses for an Iraqi delegation of road transport authorities on implementation of the international transport mechanism and expressed hope that Iraq will soon sign a document for accession to TIR Convention which he said would benefit all the regional countries.
The two sides also signed a memorandum of understanding (MoU) on expansion of road transport in the end of the meeting.
